Loops don't have to be fast. A slow and spinny loop can be an effective stroke as it is hard to control, often leading to block being too high, giving the chance for an aggressive loop or loop kill.

Slow spinny loops are a good option against a no-spin ball or underspin when close to the table. A ball coming to you slow and falling off the table is a good candidate to loop for spin.
